Canada Ebola Immigration Measures Extended to November 27

Immigration, Refugees and Citizenship Canada (IRCC) has extended the Canada Ebola immigration measures for another 60 days. The temporary restrictions will now remain in effect until November 27, 2026.

The extension was announced on September 28, 2026, in response to the ongoing Ebola outbreak in the Democratic Republic of the Congo and the evolving risk in neighbouring countries, including Uganda and South Sudan.

What Changed in Canada’s Ebola Immigration Measures?

The measures had been scheduled to end on September 28, 2026. IRCC has now extended them for 60 additional days.

Immigration documents remain suspended for certain applicants connected to countries identified as having a high or very high Ebola outbreak risk. The countries currently listed are:

• Democratic Republic of the Congo;
• Uganda; and
• South Sudan.

According to IRCC, people whose last country of residence at the time of their application was one of these countries cannot travel to Canada while the suspension applies. This can affect individuals who already have an approved visa, permit or electronic travel authorization.

Will IRCC Continue Processing Applications?

IRCC will continue processing new and existing applications affected by the measures. However, affected applications will not be finalized while the temporary measures remain in force.

This distinction is important: an application may continue moving through preliminary processing, but IRCC may withhold the final decision until the suspension is lifted or modified.

Separate Border Rules for Recent Travel

Canada also maintains public-health border measures for people who have recently visited, lived in or transited through the affected countries.

Foreign nationals who have been in the Democratic Republic of the Congo during the preceding 21 days may be prohibited from entering Canada, boarding a flight to Canada or transiting through Canada, unless an official exemption applies.

Eligible travellers who have recently been in Uganda or South Sudan may be permitted to travel but can be subject to a health assessment and a 21-day quarantine requirement. Different rules apply to Canadian citizens, permanent residents, people registered under the Indian Act and specified exempt travellers.

Travellers should review the Government of Canada’s current border-measures page before making travel arrangements because immigration-document restrictions and public-health entry rules are related but not identical.

What Should Affected Applicants Do?

• Check the latest IRCC and Public Health Agency of Canada instructions before travelling.
• Do not assume that an approved visa, permit or eTA authorizes travel during the suspension.
• Continue responding to any document or information requests from IRCC.
• Avoid purchasing non-refundable tickets until eligibility to travel has been confirmed.
• Review applicable exemption and quarantine rules if travel is urgent.
• Seek professional advice if the restrictions affect an immigration deadline or family situation.
